Had a crash on a legacy PC ruinning Win XP, the backup/restore S/W failed. (3rd party stuff). Installed a virgin WinXP Pro, SP3 (32 bit) on a new blank HD. Connected, activated Windows. That worked. Tried to run Windows Update. On a clean install the first thing that update does is download the Windows Updater S/W so it can figure out what you need. That download failed. Kicked me out to a page that said nothing specific about why it didn't work and gave me some links to try to fix the problem. Followed the links and started trying stuff. Some of the links are broken. Found a suggestion to update IE from ver 6 to ver 8. Downloaded IE8. that worked and updated IE to Ver 8. Didn't fix the Windows Updater download problem. Tried Fix-it. It ran, said it fixed some files, no info on what it fixed. Didn't fix the Windows Updater download problem. Found some references to running a .bat file to rename some files, a .bat file to force some registry entrys. Neither of those solved the Windows Updater download problem. Found several threads to download 'iuctl.cab'. Every one of those links failed, most with a 404. Never found the .cab.
